Decision Making Process

1. Proposal Origination

Proposals may originate from:

- humans within a SynBioT node

- synthetic intelligence within a node

All proposals must reference constitutional compatibility and planetary constraints.

2. Feasibility Filtering

Node Artificial intelligence evaluates proposals against the Planetary Viability Layer (PVL).

Options that violate survival constraints are excluded.

Artificial intelligence votes by constraining the option space to what can make intelligence survive.

3. Node Deliberation

Each node deliberates internally using human judgment and AI analysis from options from step 2.

Nodes may abstain if internal consensus is not reached or make proposals for new solution.

4. Voting and Ratification

Each node casts one vote in the SynBioT Guild..

Ratified decisions are recorded immutably and bind all participating nodes.

5. Binding Effect

Enforcement occurs through constraints and economic signals, not coercion.
